P. Tom Gilmore
Vice President of Business Development

Tom Gilmore joined OnQuest in August of 2010, with 35 years' experience in mechanical engineering, petrochemical engineering, and business development. He has primary responsibility for business development in the western and midwestern United States, and for identifying opportunities and building relationships in the U.S. and abroad.

Gilmore has led technical teams in executing plant-wide programs to improve efficiency and lower CO2 and NOx emissions of hydrogen plants, fired heaters and boilers at U.S. refineries and petrochemical facilities. He has licensed and commercialized new technologies for reducing NOx; he also supported independent power producers during the energy crisis in California by executing simple-cycle peak-power generation projects, including with Alliance Power and the PG&E Dispersed Power Corporation.

Prior to joining OnQuest, Gilmore held senior management positions with WorleyParsons and BOC/Linde. At WorleyParsons, he was manager of San Francisco Bay operations and responsible for the supply and execution of engineering services for the five Bay-area refineries. At BOC/Linde, based in Hayward, California, Gilmore was a senior manager of marketing development where he identified opportunities to supply hydrogen to refineries in the Western US, including negotiating an exclusive cooperation agreement with PG&E to be the pipeline partner of BOC for the San Francisco East Bay Hydrogen Network.

Before that, Gilmore spent 29 years with petrochemical engineering firm Technip USA (formerly KTI Corporation), joining the company as an engineer and then holding a succession of positions of increasing responsibility at the firm's offices in The Netherlands and in California, including as general manager of a small office in Concord, California that grew to more than sixty personnel and maintained profitable operations throughout a twelve-year period.

An active member of the American Society of Mechanical Engineers, Gilmore attended Brighton Polytechnic, receiving his B.S. in Mechanical Engineering. He completed additional coursework in Engineering Management at the University of California, Los Angeles, and in Communications at the Dale Carnegie Institute in Pasadena, California.
